Harbord Village Residents’ Association Board Meeting

Tuesday January 20, 2009 7p.m.

Kensington Gardens

 

In attendance: Rory Sinclair, David Booz, Colin Furness, Stuart Schoenfeld, Tim Grant,  Sue Dexter, Richard Gilbert, Katrina McHugh, Jane Perdue, Bachir Rabbat,  Stephanie Rea,Leslie Thompson,  Laura Bradbury, Mairin Wilkinson, Eva Janecek-Rucker

1.     Chair’s welcome and introduction of all members

 

2.     Approval of Agenda

 

      Approved with addition of “Pumpkin festival”  and “Solar” will from now on be replaced by reports on “Energy”

 

3.     Minutes:

      Approved;  moved by Tim Grant, seconded by David Booz

 

4.     Treasurer’s report

 

Members, including the chair praised the new format of the report.

 

Leslie reported that  HVRA continues to be in a good shape. There is about $15.000 in the bank. Leslie also mentioned that there was again an increase in the membership.

 

5.     Committee Reports

 

Trees:

  • A letter was distributed to people who were identified in the report as having “problem trees”
  • There was a discussion about some residents reacting with concern regarding trespassing when the inventory was done; Tim reassured the committee that it was not the case and will follow up with the identified residents
  • Overall the response to the notification was positive

 

 

Energy-HERO:

  • David Booz reported that the project is slowly moving forward
  • Work on the web site is progressing
  • David and Sue were commended on an excellent interview with Gleaner

 

Graffiti:

  • Nothing to report

 

Membership:

§  System continues to work well and new membership continues to grow; need to encourage more membership renewal

 

 

Communications

  • Nothing to report

 

 

Community Liaison

 

 

College Street

  • There was an update on a report at the January 13, 2009 Toronto East York Community Council. It was a Municipal Licensing & Standards Report titled: “Appeal of the denial of a boulevard cafe permit located at 430½ College Street”. This was a staff report on an application from the operators of The Thai Grill for a boulevard cafe at the building wall.   There were no deputations.  Councillor Vaughan moved to support staff recommendation No. 3 “that the TEY Community Council approve the boulevard cafe at curb-side in front of 430½ College Street in accordance with the College Street Pedestrian Clearway Project”.

 

Zoning:

§  Chapel next to Kensington Gardens that has been un-occupied for a number of years will be converted to a 10-bed hospice; it is viewed as a very good project with good planning and is supported by the local residents; the front of the building will be restored to its original look; some concerns were raised about horst  parking

 

      Tim Grant moved that HVRA support the project

       Seconded by Laura Bradbury   Carried unanimously                                                                           

     

§  102 Robert St & 82 Robert St.

      Sue Dexter presented a summary of issues regarding both properties.

 

Sue Dexter moved that: HVRA appeal the decision of Committee of Adjustments  regarding 82 Robert St.  Seconded By Leslie Thompson     Carried unanimously

 

 

       Regarding 102 Robert St. Richard Gilbert moved that:

this Board opposes the application with respect to 102 Robert St. on the grounds that it should be more properly an application for re-zoning rather than for adjustment.

This opposition (also) is in the context of the recent decision of the Committee of Adjustments on 82 Robert St.

The Committee of Adjustments is being asked to engage in inappropriate incremental re-zoning by application rather than by proper re-zoning process.

Seconded by Tim Grant            Carried unanimously

 

 

 

U of T

§  Philosopher’s  walk restaurant vent  

      Sue reported that  the ROM agreed to reroute the vent to the roof by the summer

 

 

 

Fire Safety

  • Nothing to report

 

Heritage

  • Challenges with the Heritage office staff continue

 

 

Green Retrofit Project:

  • David Booz reported that the project is slowly moving forward

 

 

Other Business

 

Pumpkin Festival

  • Tim informed the committee that it is anticipated that next year’s festival will be more costly as a tent for the Silent auction will be required
  • Last year’s Festival netted about $2000
